A low EV/Dollar means the expected return per $1 is below what comparable games still offer. That can happen because the larger prizes have been claimed, or because the smaller prize tiers have depleted faster than tickets sold while top prizes remain. The published overall odds stay the same either way — only the expected return changes.

Every day. Scratch IQ collects New York Lottery remaining-prize data once daily and recomputes EV/Dollar for every active game. A game can move on or off this list as prize counts change or as it transitions to ended status when the New York Lottery removes it from circulation.

A game ranks low because its remaining prizes are worth less per dollar than other New York games right now. Sometimes that is because the headline prizes are gone; sometimes the top prizes are still unclaimed and the smaller tiers have simply thinned out. This list ranks by current EV/Dollar and does not assume a cause — check each game's page for its remaining prize counts.

Most state lottery scratch-offs publish overall payout percentages in the $0.60–$0.75 per dollar range at launch. A current EV/Dollar at or above the launch payout is healthy; a current EV/Dollar well below the launch payout is the signal Scratch IQ surfaces here.
